I was halfway through the piece when I started to shout to myself - libraries! He's writing about libraries! I wouldn't go as far as places without computers, smartphones, etc, but I was talking with Auden Schendler (who wrote a book called 'Terrible Beauty') about this and he talked about just building in a few extra minutes on a trip to the post office or grocery store to have a chat with produce guy or the person mailing a letter behind you. These could also be Universities if we're able to avoid the long arm of the current administration.

The push is great. Does it have to be a shiny new thing, or is it just about being more mindful of the humans and human things that surround us? A way and an approach, more than a new physical thing.

Totally. I was watching a Marques Brownlee review of the new Light phone (the very advanced dumb phone). He was theorizing on other ways to address the issue of phone overuse than just making really expensive but less useful tech. It feels like what's needed is a more mindful approach generally. Less new hardware, more better software if that makes sense. Not what or where but how and why, tech-wise or society/culture wise.
